인터넷 강국? 한국은 인터넷 정책의 후진국이다. – OECD 장관회의를 맞아 한국의 반인권적 정보통신 정책과 촛불집회에 대한 경찰의 폭력진압을 규탄하는 기자회견- 일시 : 2008년 6월 16일(月) 오전 11시 장소 : COEX Grand Ballroom 101,102 (코엑스, 그랜드볼룸 101, 102호) 앞 로비 <기자회견문(국문)> 6월 17일부터 18일, ‘인터넷 경제의 미래’에 관한 OECD 장관회의가 개최된다. 행사 기간 중에 월드IT쇼가 열리는 등 한국 정부는 이번 회의를 ‘인터넷 강국’으로서의 위상을 과시하고, ‘정보기술(IT) 코리아 글로벌 세일즈’를 위한 계기로 삼으려 하는 듯 하다. 그러나 정보기술과 정보산업이 발전했다고 ‘인터넷 강국’은 아니지 않은가? 한국의 인터넷 및 정보통신 정책이 얼마나 인권침해적이며, 후진적인 수준에서 벗어나지 못하고 있는지, 이번 회의를 계기로 한국 정부가 부끄러움을 느끼게 되기를 바란다.
This gathering of civil society organizations and organized labor at the OECD Ministerial Conference on the Future of the Internet Economy provides a unique opportunity to bring to the attention of the OECD Ministers assembled and the OECD member countries the concerns and aspirations of people around the globe, those who are on the Internet and those who are not.
OECD ministerial meeting on “the Future of the Internet Economy” will be held in Seoul, Korea from June 17th to 18th. The Korean government seems to use this meeting as an opportunity to show off its advances of the Internet technology and promote “IT Korea global sales” by hosting the World IT Show and other similar events. We hope this meeting would be a chance for the Korean government to recognize and feel embarrassed for its information and communication policies, including Internet policies, which violate many human-rights and is lagging behind.
On behalf of the 27 Korean NGOs, Trade Unions, I am writing to express our concerns regarding the legal proceedings that Norvatis initiated in India in May 2006, challenging the rejection of its patent application for imatinib mesylate (Gleevec/Glivec) as well as questioning the compliance of the Indian Patents Act with the World Trade Organization’s Agreement on Trade-Related Aspects of Intellectual Property Rights(TRIPS).

The dramatic performance staged by both sides clearly reveals the presence of significant problem in connection with free trade talks, as the nation’s public policy such as national healthcare system becomes a political pawn subject to trade negotiation. This will happen regularly when the proposed KORUS FTA is signed. Free trade agreement, in particular the KORUS FTA, would allow every public policy to be controlled by business interests. The shows played by both governments should be stopped. The business interests cannot take precedence over public interests.
Neo-liberal globalization is the keyword explaining the current global political and economic system. Its policies and orders, implemented through multinational as well as bilateral or regional trade agreements, deterioratepublic interest and deprive the people of their rights to access to public service in the name of Free trade. FTA aims to promote privatization and commercialization of essential services such as health care, education, culture, electricity, water, and every aspects of life. As a result, it restricts access to medicine and threatens food security and safe environment.
