Submission to the Human Rights Council Advisory Committee: Comments on the Impact of Artificial Intelligence Systems on Good Governance

The United Nations Human Rights Council, in Resolution 57/5, requested the Advisory Committee to prepare a study on the impact of artificial intelligence systems on good governance.

The Council specifically asked that the study identify the areas in which AI systems can contribute to the promotion and protection of human rights through good governance, as well as those in which such systems may pose challenges to good governance and human rights. It also instructed the Committee to highlight best practices from around the world on how AI systems are developed, deployed, used, and governed, and to identify the necessary safeguards to promote and protect human rights through a risk-based approach to good governance.

The results of this study will be submitted to the Human Rights Council at its 62nd session. The UN Human Rights Council requested the Advisory Committee to gather the views and inputs of relevant stakeholders during the preparation of the study and to take into account related work already carried out by them.

In response to this request, Jinbonet(KOREAN PROGRESSIVE NETWORK, “JINBONET”) submitted to the United Nations its perspectives and opinions from Korean civil society, based on the problems observed in the development and operation of AI systems in Korea and the legal and regulatory framework including the AI Basic Act.
